I’m pretty sure this is a Golden-crowned. There was a small flock of 8 or so of them flitting along the ground and picking up dropped birdseed and goodies from the grass.
The bald eagle is a bird of prey found in North America. A sea eagle, it has two known subspecies and forms a species pair with the white-tailed eagle. Its range includes most of Canada and Alaska, all of the contiguous United States, and northern Mexico.
Not sure if it’s the short or long billed.. leaning towards long because there is more orange?
The last pic shows the size in comparison to the mew gulls. It was about the size of a glaucus-winged I would say, maybe on the large side
